Xanthan Gum From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Determination of No Shipments; 2013-2014

The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on xanthan gum from the People's Republic of China (``PRC''). The period of review (``POR'') is July 19, 2013, through June 30, 2014.\1\ The Department initiated this review with respect to eight companies, two of which have been collapsed with a mandatory respondent. The two collapsed mandatory respondents are: Deosen Biochemical Ltd./Deosen Biochemical (Ordos) Ltd. (``Deosen'') and Neimenggu Fufeng Biotechnologies Co., Ltd. (aka Inner Mongolia Fufeng Biotechnologies Co., Ltd.)/Shandong Fufeng Fermentation Co., Ltd./Xinjiang Fufeng Biotechnologies Co., Ltd. (``Fufeng''). The Department preliminarily finds that the mandatory respondent Deosen sold subject merchandise in the United States at prices below normal value (``NV'') during the POR, but that Fufeng did not.
