In response to a request by Ashland Specialty Ingredients, G.P. (Ashland), the Department of Commerce (the Department) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on purified carboxymethylcellulose (CMC) from the Netherlands.
