DTE Electric Company; Fermi, Unit 2

The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Renewed Facility Operating License No. NPF- 43, issued to DTE Electric Company (DTE), for operation of the Fermi, Unit 2. The proposed amendment revises technical specifications (TS) for emergency core cooling system (ECCS) instrumentation (TS 3.3.5.1) and reactor core isolation cooling (RCIC) system instrumentation (TS 3.3.5.2). The proposed changes add footnotes indicating that the injection functions of ``Drywell Pressure--High'' for high-pressure coolant injection (HPCI) and ``Manual Initiation'' for HPCI and RCIC are not required to be operable under low reactor pressure conditions.
