CHANGE IN THE MEETING: Time Changes.
    The time for the open meeting scheduled for Friday, May 23, 1997, 
at 2:00 p.m., has been changed to 1:00 p.m. The time for the close 
meeting scheduled for Friday, May 23, 1997, following the 2:00 p.m. 
open meeting, has been changed to 12:00 noon.
    At times, changes in Commission priorities require alternations in
