This request is being submitted under the emergency clearance procedures. Agency: Bureau of Export Administration. Title: Chemical Weapons Convention, Amendment to the Export Administration Regulation (End-Use Certificates, Advance Notifications and Annual Reports). Agency Form Number(s): None. OMB Approval Number: None. Type of Request: New Collection--EMERGENCY APPROVAL REQUESTED. Burden: 178 hours. Number of Respondents: 134 (multiple responses). Avg. Hours Per Response: 30 minutes for notifications, annual reports and end-use certificates. Needs and Uses: The United States is under obligation by this international treaty to impose certain trade controls. State Parties may only export Schedule 1 chemicals to other State Parties, must provide advance notification of exports of any quantity of a Schedule 1 chemical, and must submit annual reports of exports of such chemicals during the previous calendar year. The Convention also requires that prior to the export of a Schedule 2 or Schedule 3 chemicals to a non- States Party, the exporter must obtain an End-Use Certificate issued by the government of the importing country. Affected Public: Businesses or other for-profit organizations, not- for-profit institutions. Frequency: On occasion, annually. Respondent's Obligation: Mandatory.
