FEDERAL COMMUNICATIONS COMMISSION


Applications for Consolidated Hearing

    1. The Commission has before it the following mutually exclusive 
applications for renewal of license of station WTVE(TV), Channel 51, 
Reading, Pennsylvania, and for a construction permit for a new 
television station on Channel 51 at Reading. [MM Docket No. 99-153; DA 
99-865].

    2. Pursuant to Section 309(e) of the Communications Act of 1934, as 
amended, the above applications have been designated for hearing in a 
consolidated proceeding upon the following issues:
    (1) To determine which of the proposals would, on a comparative 
basis, better serve the public interest; and
    (2) To determine, in light of the evidence adduced pursuant to the 
foregoing issue, which, if either, of the applications should be 
granted.
    3. A copy of the complete Hearing Designation Order in this 
proceeding is available for inspection and copying during normal 
business hours in the FCC Reference Information Center (Room CY-A257), 
445 Twelfth Street, S.W., Washington, D.C. 20554. The complete text may 
also be purchased from the Commission's duplicating contractor, ITS,
