Perfection Pad Co., Inc. a/k/a Consolidated Contractors a/k/a New 
York Pad; Buffalo, New York; Revised Determination on Reopening

    On June 1, 1999, the Department, on its own motion, reopened its 
investigation for the former workers of the subject firm. The workers 
were engaged in employment related to the production of shoulder pads 
and sleeveheads used by clothing manufacturers.
    The initial investigation resulted in a negative determination 
issued on May 7, 1999, because the ``contributed importantly'' test of 
the Group Eligibility Requirements of the Trade Act was not met for 
workers at the subject firm. The denial notice will soon be published 
in the Federal Register.
    Further analysis of the customer survey conducted by the Department 
revealed that a customer of the subject firm increased import purchases 
of shoulders pads while discontinuing purchases from the subject firm.

Conclusion

    After careful consideration of the new facts obtained on reopening, 
it is concluded that increased imports of articles like or directly 
competitive with those produced by the subject firm contributed 
importantly to the decline in sales and to the total or partial 
separation of workers of the subject firm. In accordance with the 
provisions of the Trade Act of 1974, I make the following revised 
determination:

    ``All workers of Perfection Pad Co., Inc., also known as 
Consolidated Contractors, also known as New York Pad, Buffalo, New 
York, who became totally or partially separated from employment on 
or after January 7, 1998 through two years from the date of this 
issuance, are eligible to apply for adjustment assistance under 
Section 223 of the Trade Act of 1974.''
