Notice of Withdrawal of Application for Amendment to Facility 
Operating License

    The U.S. Nuclear Regulatory Commission (the Commission) has granted 
a request by FirstEnergy Nuclear Operating Company (the licensee) to 
withdraw its September 29, 1995, application for an amendment to 
Facility Operating License No. NPF-3, issued to the licensee for 
operation of the Davis-Besse, Unit No. 1, located in Ottawa County, 
Ohio. Notice of Consideration of Issuance of this amendment was 
published in the Federal Register on November 27, 1995 (60 FR 58405).
    The purpose of the licensee's amendment request was to revise the 
Technical Specifications to increase the allowable as-found pressure 
lift setting tolerance of the two Pressurizer Code Safety Valves.
    By letter dated June 7, 1999, the licensee informed the staff that 
it was withdrawing the license amendment application for further 
evaluation.
    For further details with respect to this action, see the 
application for amendment dated September 29, 1995, and the letter 
withdrawing the application dated June 7, 1999. These documents are 
available for public inspection at the Commission's Public Document
