ACTION: Notice of limited competition. ----------------------------------------------------------------------- SUMMARY: The Health Resources and Services Administration's (HRSA) HIV/ AIDS Bureau (HAB) announces a limited competition to support regional AIDS Education and Training Centers in the following regional areas: Delta Region (serving Arkansas, Louisiana, Mississippi), Mid Atlantic Region serving Delaware, Maryland, Virginia, West Virginia, Washington, DC and Texas/Oklahoma Region to provide state-of-the-art treatment education, training consultation and support to health care professionals treating HIV seropositive patients for HRSA's AIDS Education Training Centers Program under section 2692(a) of the Public Health Service Act as amended by Pub. L. 104-146, the Ryan White Comprehensive Aids Resources Emergency Act Amendments of 1996. Assistance will be provided only to these there regional areas. No other applications are solicited, nor will they be accepted. Approximately $2,500,000 is available in fiscal year 1999. The first budget period will be for 9 months with a start date of October 1, 1999. The total project period will be for 2 years 9 months. Continuation awards within the project period will have a July 1 start date with a 12 month budget period and [[Page 39150]] will be made on the basis of satisfactory progress and the availability of funds. HRSA is limiting competition to the three regional areas because during the previously announced competitive cycle, applications submitted for the three regional areas did not successfully compete for funds. It is HRSA's intent to fund AETC Programs in all regions of the United States. This limited competition will focus on supporting a regional AETC Program in each of the three regions to provide state-of- the-art treatment education, training, consultation, and support to health care professionals treating HIV seropositive patients for the Health Resources and Services Administration's AETC Programs during the period of support. DATES: Applications for these announced grants must be received in the Grants HRSA Application Center by the close of business September 1, 1999 to be considered for competition. Applications will meet the deadline if they are either (1) received on or before the deadline date or (2) postmarked on or before the deadline date, and received in time for submission to the objective review panel. A legibly dated receipt from a commercial carrier of U.S. Postal Service will be accepted as proof of timely mailing. Applications received after the deadline will be returned to the applicant.
