Summary
On May 13, 1999, the Federal Energy Regulatory Commission issued a Notice of Proposed Rulemaking (64 FR 31390, June 10, 1999) proposing to amend its regulations under the Federal Power Act to facilitate the formation of Regional Transmission Organizations. The date for filing reply comments is being extended at the request of the Edison Electric Institute.

Supplementary Information
On June 30, 1999, the Edison Electric Institute (EEI) filed a motion for an extension of time to file reply comments in response to the Commission's Notice of Proposed Rulemaking issued May 13, 1999, in the above-docketed proceeding. The motion states that EEI requires additional time to obtain, evaluate and discuss with its members the large number of initial comments that it is expected will be filed in response to the Commission's RTO NOPR. EEI further states that the American Public Power Association and the National Rural Electric Cooperative do not oppose the motion for additional time. Upon consideration, notice is hereby given that an extension of time for filing reply comments in response to the Commission's RTO NOPR is granted to and including September 29, 1999. David P.
