Summary

This notice announces the availability of and requests comments on a proposed advisory circular which provides guidance as to acceptable means of demonstrating compliance with a separate notice of proposed rulemaking on the subject of brakes and braking systems published elsewhere in this issue of the Federal Register. This notice provides interested person an opportunity to comment on the proposed AC concurrently with the proposed rulemaking, as well as a proposed Technical Standard Order on the same subject also published elsewhere in this issue of the Federal Register.

Interested person are invited to comment on the proposed AC by submitting such written data, views, or arguments as they desire to the above specified address. Comments must identify the title of the AC and submit comments in duplicate to the address specified above. All comments received on or before the closing date for comments will be considered by the Transport Airplane Directorate before issuing the final AC.

Discussion

Although 14 CFR part 25 and the Joint Aviation Requirements, JAR- 25, are very similar, they are not identical. Differences between the FAR and the JAR can result in substantial additional costs when airplanes are type certificated to both standards. Starting in 1992, the harmonization effort for various systems-related airworthiness requirements was undertaken by the Aviation Rulemaking Advisory Committee (ARAC). A working group (the Braking Systems Harmonization Working Group)) of industry and government braking systems specialists from Europe, the United States, and Canada was chartered by notice in the Federal Register (59 FR 30080, June 10, 1994). The working group was tasked to develop harmonized standards and any

collateral documents, such as advisory circulars, concerning new or revised requirements for braking systems, and the associated test conditions for braking systems, installed in transport category airplanes (Secs. 25.731 and 25.735). The Joint Aviation Authorities (JAA)) have developed a similar proposal to amend JAR 25.731 and JAR 25.735, as necessary, to achieve harmonization. The advisory material contained in the proposed AC was developed by the Braking Systems Harmonization Working Group to ensure consistent application of the standards proposed under separate notice, ``Revision of Braking Systems Airworthiness Standards to Harmonize with European Airwothiness Standards for Transport Category Airplanes,'' and a corresponding proposed Technical Standards Order (TSO-C135), ``Transport Airplane Wheels and Wheel and Brake Assemblies,'' published elsewhere in this issue of the Federal Register. The corresponding advisory material and TSO developed by the JAA are AMJ 25.735 and JTSO- C135. Issuance of AC 25.735-1X is contingent on final adoption of the proposed amendment to part 25.
