Koch Gateway Pipeline Company; Notice of Proposed Changes to FERC 
Gas Tariff

August 4, 1999.
    Take notice that on July 30, 1999, Koch Gateway Pipeline Company 
(Koch) tendered for filing as part of its FERC Gas Tariff, Fifth Volume 
No. 1, the following tariff sheets, to become effective September 1, 
1999:

Original Sheet No. 3706
Original Sheet No. 3707
Original Sheet No. 3708
Original Sheet No. 3709

    Koch states that it is proposing to create a new Right of First 
Refusal (ROFR) process for it's Firm Storage Service (FSS). The 
proposed tariff changes will create an interactive auction whereby 
interested shippers will be able to bid on various packages of FSS 
capacity and thus, will reduce the price risks that are inherent with 
Koch's current cumbersome FSS ROFR process. This proposed tariff 
change, however, will not affect the ROFR process utilized by FTS, FTS-
SCO, NNS or NNS-SCO customers.
    Koch states that the new ROFR process would include:
    1. an expanded notification period to inform existing customers of 
the upcoming expiration of their existing FSS agreements.
    2. an automatic grant of the ROFR to existing FSS customers with a 
contract term of one year or greater.
    3. an interactive auction for storage capacity on Kochs web page, 
and
    4. a shortened bid period and a shortened time for customers to 
exercise their right of first refusal and execute agreements, each of 
which are designed to reduce the price exposure a customer faces in the 
market.
    Koch states that copies of this filing have been served upon Koch's 
customers, state commissions and other interested parties.
    Any person desiring to be heard or to protest said filing should 
file a motion to intervene or a protest with the Federal Energy 
Regulatory Commission, 888 First Street, NE, Washington, DC 20426, in 
accordance with Sections 385.214 or 385.211 of the Commission's Rules 
and Regulations. All such motions or protests must be filed in 
accordance with Section 154.210 of the

Commission's Regulations. Protests will be considered by the Commission 
in determining the appropriate action to be taken, but will not serve 
to make protestants parties to the proceedings. Any person wishing to 
become a party must file a motion to intervene. Copies of this filing
