The U.S. Fish and Wildlife Service (Service) published in the Federal Register of July 7, 1999 (Vol. 64, No. 129, pages 36712-36713), that comments were to be received on or before July 31, 1999. In response to public interest, the Service decided to provide more time for public comments. The new deadline for public comment is now extended to August 31, 1999.
