Virginia Electric and Power Company; Notice of Filing

September 8, 1999.
    Take notice that on August 30, 1999, Virginia Electric and Power 
Company (Virginia Power), tendered for filing the Service Agreement 
between Virginia Electric and Power Company and ONEOK Power Marketing 
Company. Under the Service Agreement, Virginia Power will provide 
services to ONEOK Power Marketing Company under the terms of the 
Company's Revised Market-Based Rate Tariff designated as FERC Electric 
Tariff (Second Revised Volume No. 4), which was accepted by order of 
the Commission dated August 13, 1998 in Docket No. ER98-3771-000.
    Virginia Power requests an effective date of August 30, 1999.
    Copies of the filing were served upon ONEOK Power Marketing 
Company, the Virginia State Corporation Commission and the North 
Carolina Utilities Commission.
    Any person desiring to be heard or to protest such filing should 
file a motion to intervene or protest with the Federal Energy 
Regulatory Commission, 888 First Street, N.E., Washington, D.C. 20426, 
in accordance with Rules 211 and 214 of the Commission's Rules of 
Practice and Procedure (18 CFR 385.211 and 385.214). All such motions 
and protests should be filed on or before September 17, 1999. Protests 
will be considered by the Commission to determine the appropriate 
action to be taken, but will not serve to make protestants parties to 
the proceeding. Any person wishing to become a party must file a motion 
to intervene. Copies of this filing are on file with the Commission and 
are available for public inspection. This filing may also be viewed on
