parties may submit comments on an agreement to the Secretary, Federal 
Maritime Commission, Washington, DC 20573, within 10 days of the date 
this notice appears in the Federal Register.

Synopsis: The parties are adding authority to adopt voluntary 
guidelines for their individual service contracts, to appoint an 
agreement secretariat, and to share expenses for that purpose. They are 
also modifying their space charter authority and deleting a number of 
obsolete references.
