Active Duty Service Determinations for Civilian or Contractual 
Groups

    On September 30, 1999, the Secretary of the Air Force, acting as 
Executive Agent of the Secretary of Defense, determined that the 
service of the group known as the ``Members of the Alaska Territorial 
Guard, who served in Alaska between December 31, 1941, and August 15, 
1945, under the authority of Public Law 392, Section 7'' shall not be 
considered ``active duty'' for purposes of all laws administered by the 
Department of Veterans Affairs (VA).
