Summary
Pursuant to the National Environmental Policy Act (NEPA) of 1969 (as amended), the Bureau of Reclamation (Reclamation) and the Fish and Wildlife Service (Service) as co-lead agencies have prepared an FPEIS for the Central Valley Project Improvement Act (CVPIA). The alternatives provide a variety of means for implementing the CVPIA. The FPEIS includes comments received on the Draft Programmatic Environmental Impact Statement (DPEIS) and its supplement, and responses to these comments. Two appendices have been revised and errata sheets have been prepared for other appendices.
Dates
Reclamation and the Service will not make a decision on the proposed action until 30 days after release of the FPEIS. After the 30- day waiting period, Reclamation and the Service will complete a Record of Decision (ROD). The ROD will state the action that will be implemented and will discuss all factors leading to the decision.

Supplementary Information
The Preferred Alternative represents broad actions and policies that may be implemented within a range of actions. These actions were included in alternatives evaluated in the DPEIS and its supplement. The Preferred Alternative was developed through a review of impact assessments of the DPEIS alternatives, comments received concerning the DPEIS, and its supplement and interim implementation actions assisted by an administrative process. The Preferred Alternative includes provisions of the CVPIA that have been recognized as either ``Core'' Programs which were included in all of the alternatives evaluated or programs with multiple options which formed the basis for differentiating between the alternatives. Some of the Core Programs are renewal of CVP water service contracts, construction of the Shasta Temperature Control Device, fish and wildlife non-flow related habitat restoration, and improvements to Coleman National Fish Hatchery. Multiple Implementation Programs include the dedication of CVP yield and supplemental water acquisition to meet fish and wildlife needs, including the provision of Level 2 and 4 water supplies to refuges, and implementation of levels of tiered water pricing for CVP water contracts.
