AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by 
Escanaba License Corp. proposing the allotment of Channel 260A at 
Carney, Michigan, as the community's first FM broadcast service. The 
channel can be allotted to Carney in compliance with the Commission's 
Rules provided there is a site restriction 7.8 kilometers (4.9 miles) 
west of the community. The coordinates for Channel 260A at Carney are 
45-35-30 NL and 87-39-37 WL. Canadian concurrence will be requested for 
the allotment at Carney.

DATES: Comments must be filed on or before January 13, 2000, and reply 
comments on or before January 28, 2000.

of Proposed Rule Making, MM Docket No. 99-334, adopted November 10, 
1999, and released November 22, 1999. The full text of this Commission

hours in the Commission's Reference Center, 445 12th Street, SW, 
Washington, DC. The complete text of this decision may also be

    Provisions of the Regulatory Flexibility Act of 1980 do not apply 
to this proceeding.

ex parte contacts are prohibited in Commission proceedings, such as
