    The following item was not considered at the closed meeting held on 
Thursday, February 18, 1999, at 11:00 a.m.:
    Formal order of investigation.
    Commissioner Carey, as duty officer, determined that Commission 
business required the above change and that no earlier notice thereof 
was possible.
