Granite State Gas Transmission, Inc.; Notice of Proposed Changes 
in FERC Gas Tariff

March 4, 1999.
    Take notice that on March 1, 1999, Granite State Gas Transmission, 
Inc. (Granite State) tendered for filing as part of its FERC Gas 
Tariff, Third Revised Volume No. 1, the revised tariff sheets listed 
below for effectiveness on January 1, 1999:

Substitute Sixteenth Revised Sheet No. 21
Substitute Seventeenth Revised Sheet No. 22

    According to Granite State, the foregoing tariff sheets propose a 
revised Power Cost Adjustment (PCA) surcharge applicable to its firm 
transportation services during the first quarter of 1999 to reimburse 
Granite State for certain electric power costs that it is obligated to 
pay Portland Pipe Line Corporation pursuant to the terms of a lease of 
a pipeline from Portland Pipe Line.
    Granite State further states that the total surcharge of $0.5787 
consists of the sum of two components: the Quarterly Forecast PCA 
factor of $0.7948 which is based on projected incremental electric 
power costs to be billed to Granite State during the first quarter of 
1999 and the Reconcilable PCA factor of $<0.2161> which reconciles the 
accumulated over/under past surcharge collections in the Deferred 
Account on a quarterly basis. The method for developing the surcharge 
in the foregoing manner was approved by the Commission in orders issued 
in Docket Nos. RP98-155-003 and TM98-4-4-001, according to Granite 
State.
    Granite State further states that copies of this filing have been 
served on its firm transportation customers and on the regulatory 
agencies of the states of Maine, Massachusetts and New Hampshire.
    Any person desiring to be heard or to protest said filing should 
file a motion to intervene or a protest with the Federal Energy 
Regulatory Commission, 888 First Street, NE, Washington, DC 20426, in 
accordance with Secs. 385.214 or 385.211 of the Commission's Rules and 
Regulations. All such motions or protests must be filed in accordance 
with Sec. 154.210 of the Commission's Regulations. Protests will be 
considered by the Commission in determining the appropriate action to 
be taken, but will not serve to make protestants parties to the 
proceedings. Any person wishing to become a party must file a motion to 
intervene. Copies of this filing are on file with the Commission and 
are available for public inspection in the Public Reference Room. This
