(Distribution of Parts for Liquid Food Processing and Packaging Equipment), Greenwood, IN An application has been submitted to the Foreign-Trade Zones Board (the Board) by the Indianapolis Airport Authority, grantee of FTZ 72, requesting special-purpose subzone status for the liquid food processing and packaging equipment parts distribution facility of Tetra Pak Parts Americas, Inc. (Tetra Pak), located in Greenwood, Indiana, some 10 miles south of Indianapolis. The application was submitted pursuant to the provisions of the Foreign-Trade Zones Act, as amended (19 U.S.C. 81a-81u), and the regulations of the Board (15 CFR part 400). It was formally filed on January 6, 1999. The Tetra Pak facility (10,784 sq. ft. on .3 acres) is located at 200 South Park Blvd., Greenwood, Indiana. The facility (14 employees) is used for storage, inspection, packaging and distribution of a wide variety of parts and components for liquid food processing and packaging equipment. The products are distributed throughout North, Central and South America. About 80 percent of the parts are sourced from abroad and over 65 percent are exported. No authority is being sought for activity conducted under FTZ procedures that would result in a change in tariff classification. Zone procedures would exempt Tetra Pak from Customs duty payments on foreign parts that are reexported. On its domestic sales, the company would be able to defer duty payments until merchandise is shipped from the facility. The application indicates that the savings from zone procedures would help improve the facility's international competitiveness. In accordance with the Board's regulations, a member of the FTZ staff has been appointed examiner to investigate the application and report to the Board. Public comment is invited from interested parties. Submissions (original and 3 copies) shall be addressed to the Board's Executive Secretary at the address below. The closing period for their receipt is March 15, 1999. Rebuttal comments in response to material submitted during the foregoing period may be submitted during the subsequent 15- day period March 29, 1999.
