    The Federal Communications Commission will hold an Open Meeting on 
the subjects listed below on Thursday, April 15, 1999, which is

                                                              competition in international long distance.

                                                              Commercial Broadcast and Instructional Television

                                                              Comparative Broadcast Hearings (GC Docket No. 92-
                                                              52); and Proposals to Reform the Commission's
                                                              Comparative Hearing Process to Expedite the
                                                              Resolution of Cases (GEN Docket No. 90-264).
                                                             Summary: The Commission will consider a Memorandum
                                                              Opinion & Order that addresses petitions for
                                                              reconsideration of the Report & Order adopting
                                                              rules for competitive bidding procedures to award
                                                              commercial broadcast, secondary broadcast, and
                                                              Instructional Television Fixed Service licenses.
