AGENCY: National Aeronautics and Space Administration (NASA).

ACTION: Notice of information collection.

SUMMARY: The National Aeronautics and Space Administration, as part of 
its continuing effort to reduce paperwork and respondent burden, 
invites the general public and other Federal agencies to take this 
opportunity to comment on proposed and/or continuing information 
collections, as required by the Paperwork Reduction Act of 1995 (Pub. 
L. 104-13, 44 U.S.C. 3506(c)(2)(A)).

DATES: All comments should be submitted within 60 calendar days from 
the date of this publication.

SUPPLEMENTARY INFORMATION:

I. Abstract

    NASA promotes activities to demonstrate innovative uses and 
practical benefits of NASA Earth science data, scientific knowledge, 
and technology. NASA's Applied Sciences Program established the DEVELOP 
National Program to research environmental management and public policy 
issues at the state and local level. Under the guidance of NASA and 
partner organization science advisors, DEVELOP enables participants to 
lead research projects that utilize NASA Earth observations to address 
community concerns and public policy issues. Through teams, DEVELOP 
participants gain experience by (1) utilizing NASA's Earth Science 
satellite and airborne resources, to include remote sensing and 
geographic information systems (GIS), and (2) communicating research 
results. DEVELOP projects serve the global community and extend NASA 
Earth Science research and technology to benefit society. A focus on 
both professional and personal development is central to DEVELOP's ten 
week sessions, which are conducted annually during the spring, summer, 
and fall.
    The DEVELOP research opportunity is available to individuals 18 
years and older and includes transitioning career professionals 
(including veterans of the Armed Forces), recent college/university 
graduates, and currently enrolled students. Information is collected 
through an online process from individuals interested in participating 
in the NASA DEVELOP Program for a ten week session. Information 
collected from individuals includes a completed application, academic 
transcript, resume, and two letters of recommendation references per 
applicant.
    With the growing societal role of science and technology in today's 
global workplace, DEVELOP is fostering an adept corps of tomorrow's 
scientists and leaders.

    Type of review: Existing collection in use without an OMB Control 
Number.
    Affected Public: Individuals.
    Estimated Number of Respondents: 2,850.
    Estimated Time per Response: Variable.
    Estimated Total Annual Burden Hours: 2,100.
    Estimated Total Annual Cost to Respondents: $37,275.

IV. Request for Comments

    Comments are invited on: (1) Whether the proposed collection of 
information is necessary for the proper performance of the functions of 
NASA, including whether the information collected has practical 
utility; (2) the accuracy of NASA's estimate of the burden (including 
hours and cost) of the proposed collection of information; (3) ways to 
enhance the quality, utility, and clarity of the information to be 
collected; and (4) ways to minimize the burden of the collection of 
information on respondents, including automated collection techniques 
or the use of other forms of information technology.
