Generating, L.L.C. v. PJM Interconnection, L.L.C.; Notice of Complaint

    Take notice that on November 3, 2015, pursuant to sections 206 and 
306 of the Federal Power Act, 16 U.S.C. 824e and 825e (2012) and Rule 
206 of the Federal Energy Regulatory Commission's (Commission) Rules of 
Practice and Procedure, 18 CFR 385.206 (2015), Big Sandy Peaker Plant, 
LLC, Wolf Hills Energy, LLC, Crete Energy Venture, LLC, Lincoln 
Generating Facility, LLC, and Rolling Hills Generating, L.L.C., 
(collectively Complainants) filed a complaint against PJM 
Interconnection, L.L.C. (PJM or Respondent) alleging that PJM violated 
its Open Access Transmission Tariff and acted in contravention of the 
filed rate doctrine by finding that the generation units owned and 
operated by the Complainants were not eligible to provide Tier 1 
Synchronized Reserve effective retroactively to October 1, 2013, and by 
invoicing the Complainants for adjustments to payments previously made 
by PJM to the Complainants for providing Tier 1 Synchronized Reserve 
during the period from October 1, 2013 to July 1, 2014, all as more 
fully explained in the complaint.
    The Complainant certifies that copies of the complaint were served 
on the contacts for the Respondent as listed on the Commission's list 
of corporate officials.
    Any person desiring to intervene or to protest this filing must 
file in accordance with Rules 211 and 214 of the Commission's Rules of 
Practice and Procedure (18 CFR 385.211, 385.214). Protests will be 
considered by the Commission in determining the appropriate action to 
be taken, but will not serve to make protestants parties to the 
proceeding. Any person wishing to become a party must file a notice of 
intervention or motion to intervene, as appropriate. The Respondent's 
answer and all interventions, or protests must

be filed on or before the comment date. The Respondent's answer, 
motions to intervene, and protests must be served on the Complainants.
