Bulloch Cellular, Inc., Pineland Cellular, Inc., and Planters Rural 
Cellular, Inc.; and A. Wray Fitch, III, on behalf of Walker 
Broadcasting Company, Inc. T-Mobile USA, Inc.'s petition requests a 
declaratory ruling in the alternative.
