Crash Weighting Research Findings

AGENCY: Federal Motor Carrier Safety Administration (FMCSA), DOT.

ACTION: Notice; Extension of comment period.

SUMMARY: FMCSA extends the comment period for its January 23, 2015, 
notice. This notice shares information on the ``Crash Weighting 
Analysis'' which informs decision-making about the feasibility of using 
a motor carrier's role in crashes as an indicator of future crash risk. 
The January notice advised the public of the availability of the study 
report for review and comment, and requested feedback on what steps the 
Agency should take regarding crash and Police Accident Report (PAR) 
data quality. The Agency extends the deadline for comment from February 
23 to March 25, 2015.

Background

    FMCSA is extending the comment period to March 25, 2015 because 
interested parties have requested more time. This study assesses (1) 
whether PARs provide sufficient, consistent, and reliable information 
to support crash weighting determinations; (2) whether a crash 
weighting determination process would offer an even stronger predictor 
of crash risk than overall crash involvement and how crash weighting 
would be implemented in the Agency's Safety Measurement System (SMS); 
and (3) how FMCSA might manage a process for making crash weighting 
determinations, including the acceptance of public input. This notice 
extends the public comment period in response to stakeholder requests.
