On February 12, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on light-walled rectangular pipe and tube from Turkey.\1\ The review covers Agir Haddecilik A.[Scedil]. (Haddecilik). The period of review (POR) is May 1, 2014, through April 30, 2015. We invited interested parties to comment on our Preliminary Results. No parties commented, and our final results remain unchanged from our Preliminary Results. Light-Walled Rectangular Pipe and Tube From Turkey: Final Results 
of Antidumping Duty Administrative Review; 2014-2015

AGENCY: Enforcement and Compliance, International Trade Administration, 
Department of Commerce.

SUMMARY: On February 12, 2016, the Department of Commerce (the 
Department) published the preliminary results of the administrative 
review of the antidumping duty order on light-walled rectangular pipe 
and tube from Turkey.\1\ The review covers Agir Haddecilik A.[Scedil]. 
(Haddecilik). The period of review (POR) is May 1, 2014, through April 
30, 2015. We invited interested parties to comment on our Preliminary 
Results. No parties commented, and our final results remain unchanged 
from our Preliminary Results. The final results are listed in the 
section entitled ``Final Results of Review,'' below.

SUPPLEMENTARY INFORMATION: 

Background

    On February 12, 2016, the Department published the Preliminary 
Results of this review in the Federal Register. We invited parties to 
comment on the Preliminary Results. No party commented, nor did any 
party request a hearing.

Tolling of Deadline

    As explained in the memorandum from the Acting Assistant Secretary 
for Enforcement & Compliance, the Department has exercised its 
discretion to toll all administrative deadlines due to the recent 
closure of the Federal Government. All deadlines in this segment of the 
proceeding have been extended by four business days. The revised 
deadline for the final results of this review is now June 13, 2016.\2\

Scope of the Order

    The merchandise subject to this order \3\ is certain welded carbon-
quality light-walled steel pipe and tube, of rectangular (including 
square) cross section, having a wall thickness of less than 4 mm.\4\

Final Results of Review

    As a result of our review, we determine the following weighted-
average dumping margin exists for the period May 1, 2014, through April 
30, 2015:

Assessment

    The Department shall determine, and U.S. Customs and Border 
Protection (CBP) shall assess, antidumping duties on all appropriate 
entries, in accordance with 19 CFR 351.212(b)(1). The Department 
intends to issue appropriate assessment instructions for the companies 
subject to this review to CBP 15 days after the date of publication of 
these final results.
    Haddecilik's weighted-average dumping margin in these final results 
is zero percent. Therefore, we will instruct CBP to liquidate all 
appropriate entries without regard to antidumping duties.

Cash Deposit Requirements

    The following cash deposit rates will be effective upon publication 
of the final results of this administrative review for all shipments of 
light-walled rectangular pipe and tube from Turkey entered, or 
withdrawn from warehouse, for consumption on or after the publication 
date, as provided by section 751(a)(2)(C) of the Tariff Act of 1930, as 
amended (the Act): (1) For Agir Haddecilik A.[Scedil]., the cash 
deposit rate will be equal to the weighted-average dumping margin 
listed above; (2) for previously reviewed or investigated companies not 
listed above, the cash deposit rate will continue to be the company-
specific rate published for the most recently completed segment of this 
proceeding in which that manufacturer or exporter participated; (3) if 
the exporter is not a firm covered in this review, a prior review, or 
the original less-than-fair-value (LTFV) investigation, but the 
producer is, the cash deposit rate will be the rate established for the 
most recently completed segment of this proceeding for the producer of 
the merchandise; and (4) if neither the exporter nor the producer is a 
firm covered in this review, any previous review, or the original 
investigation, the cash deposit rate will be 27.04 percent ad valorem, 
the ``all others'' rate established in the LTFV investigation. These 
cash deposit requirements, when imposed, shall remain in effect until 
further notice.

Notification to Importers

    This notice serves as a final reminder to importers of their 
responsibility under 19 CFR 351.402(f)(2) to file a certificate 
regarding the reimbursement of antidumping duties prior to liquidation 
of the relevant entries during this review period. Failure to comply 
with this requirement could result in the Secretary's presumption that 
reimbursement of antidumping duties occurred and the subsequent 
assessment of double antidumping duties.

Administrative Protective Order Notification to Interested Parties

    This notice serves as the only reminder to parties subject to 
administrative protective order (APO) of their responsibility 
concerning the disposition of proprietary information disclosed under 
APO in accordance with 19 CFR 351.305(a)(3), which

continues to govern business proprietary information in this segment of 
the proceeding. Timely written notification of the return or 
destruction of APO materials or conversion to judicial protective order 
is hereby requested. Failure to comply with the regulations and the 
terms of an APO is a sanctionable violation.

Notification to Interested Parties

    This administrative review and notice are issued and published in 
accordance with sections 751(a)(1) and 777(i)(1) of the Act and 19 CFR 
351.213(h)(1).
