SUMMARY: In this document, the Wireless Telecommunications Bureau 
(Bureau) invites interested parties to update the record in the WRS 
Reform NPRM and Order proceeding, which the Commission initiated in May 
2010.

DATES: Comments are due on or before June 1, 2017. Reply Comments are 
due on or before June 16, 2017.

SUPPLEMENTARY INFORMATION: In the Notice, the Wireless 
Telecommunications Bureau invites interested parties to update the 
record in the WRS Reform NPRM and Order proceeding, which the 
Commission initiated in May 2010. In the NPRM, the Commission proposed 
new renewal standards designed to ``create consistent requirements for 
renewal of licenses and consistent consequences for discontinuance of 
service, and to clarify construction obligations for spectrum licenses 
that have been divided, by geographic partitioning or disaggregation of 
the spectrum.'' In addition, the Commission proposed to prohibit the 
filing of mutually exclusive, i.e., competing, renewal applications and 
imposed a freeze on the filing of such competing applications. While 
the Commission already has a robust record in this proceeding, 
including filings made during the initial comment and reply period, it 
provided an opportunity for stakeholders to update the record with new 
information or arguments that may be relevant to the Commission's 
consideration of what action may be appropriate in this proceeding.
    Pursuant to sections 1.415 and 1.419 of the Commission's rules, 47 
CFR 1.415, 1.419, interested parties may file comments and reply 
comments on or before the dates indicated on the first page of this 
document. Comments may be filed using the Commission's Electronic
