This pre-clearance consultation program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. By this notice, IMLS is soliciting comments concerning a plan to offer two grant programs targeted to the needs of libraries nationwide, aligned to the updated IMLS Strategic Framework for 2019-2021, the National Leadership Grants for Libraries and the Laura Bush 21st Century Librarian Program. II. Current Actions

The National Leadership Grants for Libraries (NLG-L) support
projects that address significant challenges and opportunities facing
the library and archives fields and that have the potential to advance
theory and practice. Successful proposals generate results such as new
tools, research findings, models, services, practices, or alliances
that will be widely used, adapted, scaled, or replicated to extend the
benefits of federal investment.
The Laura Bush 21st Century Librarian Program (LB21) supports
developing a diverse workforce of librarians to better meet the
changing learning and information needs of the American public by
enhancing the training and professional development of librarians,

the next generation of librarians.
This action is to renew the forms and instructions for the Notice
of Funding Opportunities for the next three years.
