SUMMARY: The Department of Homeland Security (DHS), U.S. Citizenship 
and Immigration Services (USCIS) will be submitting the following 
information collection request to the Office of Management and Budget 
(OMB) for review and clearance in accordance with the Paperwork 
Reduction Act of 1995. The purpose of this notice is to allow an 
additional 30 days for public comments.

DATES: The purpose of this notice is to allow an additional 30 days for 
public comments. Comments are encouraged and will be accepted until 
October 15, 2018.

SUPPLEMENTARY INFORMATION: 

Comments

    The information collection notice was previously published in the 
Federal Register on May 31, 2018, at 83 FR 25025, allowing for a 60-day 
public comment period. USCIS did receive three comments in connection 
with the 60-day notice.
    You may access the information collection instrument with

public and affected agencies should address one or more of the 
following four points:
    (1) Evaluate whether the proposed collection of information is 
necessary for the proper performance of the functions of the agency, 
including whether the information will have practical utility;
    (2) Evaluate the accuracy of the agency's estimate of the burden of 
the proposed collection of information, including the validity of the 
methodology and assumptions used;
    (3) Enhance the quality, utility, and clarity of the information to 
be collected; and
    (4) Minimize the burden of the collection of information on those 
who are to respond, including through the use of appropriate automated, 
electronic, mechanical, or other technological collection techniques or 
other forms of information technology, e.g., permitting electronic 
submission of responses.

Overview of This Information Collection

    (1) Type of Information Collection Request: Extension, Without 
Change, of a Currently Approved Collection.
    (2) Title of the Form/Collection: Consideration of Deferred Action 
for Childhood Arrivals.
    (3) Agency form number, if any, and the applicable component of the 
DHS sponsoring the collection: I-821D; USCIS.
    (4) Affected public who will be asked or required to respond, as 
well as a brief abstract: Primary: Individuals or households. The 
information collected on this form is used by USCIS to determine 
eligibility of certain individuals who were brought to the United 
States as children and meet the following guidelines to be considered 
for deferred action for childhood arrivals:
    1. Were under the age of 31 as of June 15, 2012;
    2. Came to the United States before reaching their 16th birthday, 
and established residence at that time;
    3. Have continuously resided in the United States since June 15, 
2007, up to the present time;
    4. Were present in the United States on June 15, 2012, and at the 
time of making their request for consideration of deferred action with 
USCIS;
    5. Entered without inspection before June 15, 2012, or their lawful 
immigration status expired as of June 15, 2012;
    6. currently in school, have graduated or obtained a certificate of 
completion from high school, have obtained a general education 
development certificate, or are an honorably discharged veteran of the 
Coast Guard or Armed Forces of the United States; and
    7. Have not been convicted of a felony, significant misdemeanor, 
three or more other misdemeanors, and do not otherwise pose a threat to 
national security or public safety.
    These individuals will be considered for relief from removal from 
the United States or from being placed into removal proceedings as part 
of the deferred action for childhood arrivals process. Those who submit 
requests with USCIS and demonstrate that they meet the threshold 
guidelines may have removal action in their case deferred for a period 
of two years, subject to renewal (if not terminated), based on an 
individualized, case by case assessment of the individual's equities. 
Only those individuals who can demonstrate, through verifiable 
documentation, that they meet the threshold guidelines will be 
considered for deferred action for childhood arrivals, except in 
exceptional circumstances.
    (5) An estimate of the total number of respondents and the amount 
of time estimated for an average respondent to respond: The estimated 
total number of respondents for the information collection I-821D 
initial requests is 40,819 and the estimation hour burden per response 
is 3 hours. The estimated total number of respondents for the 
information collection I-821D renewal requests is 418,775 and the 
estimation hour burden per response is 3 hours.
    (6) An estimate of the total public burden (in hours) associated 
with the collection: The total estimated annual hour burden associated 
with this collection is 1,378,782.
    (7) An estimate of the total public burden (in cost) associated 
with the collection: The estimated total cost burden associated with 
this collection of information is $78,820,371.
