SUMMARY: The Department of Justice (DOJ), Office of Justice Programs, 
will be submitting the following information collection request to the 
Office of Management and Budget (OMB) for review and approval in 
accordance with the Paperwork Reduction Act of 1995.

DATES:  Comments are encouraged and will be accepted for 60 days until 
February 8, 2019.

SUPPLEMENTARY INFORMATION: Written comments and suggestions from the 
public and affected agencies concerning the proposed collection of 
information are encouraged. Your comments should address one or more of 
the following four points:

--Evaluate whether the proposed collection of information is necessary 
for the proper performance of the functions of the agency, including 
whether the information shall have practical utility;
--Evaluate whether the accuracy of the agency's estimate of the burden 
on the proposed collection of information, including the validity of 
the methodology and assumptions that were used;
--Evaluate whether and if so how the quality, utility, and clarity of 
the information collected can be enhanced; and
--Minimize the burden of the collection of information on those who are 
to respond, including use of appropriate automated, electronic, 
mechanical, or other technological collection techniques or other forms 
of information technology, e.g., permitting electronic submission of 
responses.

    Overview of this information collection:
    1. Type of Information Collection: Extension, without change, of a 
currently approved collection.
    2. The Title of the Form/Collection: Census of Juveniles in 
Residential Placement.
    3. The agency form number, if any, and the applicable component of 
the Department sponsoring the collection: The form number is CJ-14, 
Office of Justice Programs, United States Department of Justice.
    4. Affected public who will be asked or required to respond, as 
well as a brief abstract:
    Primary: Federal Government, State, Local or Tribal. Other: Not-
for-profit institutions; Business or other for-profit. Abstract: The 
Census of Juveniles in Residential Placement (CJRP), which is 
administered biennially, collects information from all secure and 
nonsecure residential placement facilities that house juvenile 
offenders, defined as persons younger than age 21 who are held in a 
residential setting as a result of some contact with the justice 
system. This encompasses both status offenses and delinquency offenses, 
and

includes youth who are either temporarily detained by the court or 
committed after adjudication for an offense. The information gathered 
in the national collection will be used in published reports and 
statistics. The reports will be made available to the U.S. Congress, 
Executive Office of the President, practitioners, researchers, 
students, the media, others interested in juvenile offenders, and the 
general public via the OJP agency websites.
    5. An estimate of the total number of respondents and the amount of 
time estimated for an average respondent to respond: It is estimated 
that 2,204 respondents will complete questionnaire in an average of 3 
hours per respondent.
    6. An estimate of the total public burden (in hours) associated 
with the collection: There are an estimated 6,646 total burden hours 
associated with the collection.
