ACTION: Notice of List of Explosive Materials.

SUMMARY: Pursuant to United States Code and the Code of Federal 
Regulations, the Department must publish and revise at least annually 
in the Federal Register a list of explosives determined to be within 
the coverage of pertinent United States Code. The list covers not only 
explosives, but also blasting agents and detonators, all of which are 
defined as ``explosive materials'' in pertinent United States Code. The 
2017 Annual List of Explosives inadvertently omitted a letter in one of 
the explosive materials. This notice does not make any substantive 
changes to the 2017 annual list; however, it corrects the list and 
publishes the 2018 Annual List of Explosive Materials.

SUPPLEMENTARY INFORMATION: 
    Pursuant to 18 U.S.C. 841(d) and 27 CFR 555.23, the Department must 
publish and revise at least annually in the Federal Register a list of 
explosives determined to be within the coverage of 18 U.S.C. 841 et 
seq. The list covers not only explosives, but also blasting agents and 
detonators, all of which are defined as ``explosive materials'' in 18 
U.S.C. 841(c).
    Each material listed, as well as all mixtures containing any of 
these materials, constitute ``explosive materials'' under 18 U.S.C. 
841(c). Materials constituting blasting agents are marked by an 
asterisk. While the list is comprehensive, it is not all-inclusive. The 
fact that an explosive material is not on the list does not mean that 
it is not within the coverage of the law if it otherwise meets the 
statutory definition in 18 U.S.C. 841. Explosive materials are listed 
alphabetically and, where applicable, followed by their common names, 
chemical names, and/or synonyms in brackets.
    On December 28, 2017, the Department published in the Federal 
Register the 2017 Annual List of Explosive Materials (Docket No. 
2017RR-19, 82 FR 61589). The Federal Register inadvertently omitted the 
letter ``A'' from ``ANFO'' which is the acronym for ammonium nitrate-
fuel oil. This notice does not make any substantive changes to the 2017 
annual list; however, it corrects this error and supersedes the List of 
Explosive Materials dated December 28, 2017.
