SUPPLEMENTARY INFORMATION:

The Minerals Management Service (MMS), published a final rule titled “Amendments to Gas Valuation Regulations for Indian Leases,” which became effective January 1, 2000, 64 FR 43506, (Aug. 10, 1999). Those gas valuation regulations apply to all Indian (Tribal or allotted) oil and gas leases except for leases on the Osage Indian Reservation. Secretarial Order 3299, as amended on August 29, 2011, created ONRR and delegated to it the “royalty and revenue management function of the Minerals Management Service.”

The regulations require ONRR to publish major portion prices for each designated area that is not associated with an index zone for each production month, as well as the due date to submit any additional royalty payments. 30 ( printed page 47241) CFR 1206.174(a)(4)(ii). If you owe additional royalties based on a published major portion price, you must submit to ONRR, by the due date, an amended form ONRR-2014, Report of Sales and Royalty Remittance. If you fail to pay the additional royalties by the due date, late payment interest will begin to accrue as set forth under 30 CFR 1218.54. Late payment interest will accrue from the due date established by this Notice until ONRR receives your payment. The table below lists major portion prices for all designated areas that are not associated with an index zone. The due date is the end of the month, following 60 days after the publication date of this notice in the Federal Register .
