SUMMARY:
The Department of Commerce (Commerce) is partially rescinding the administrative review of the countervailing duty order on multilayered wood flooring (wood flooring) from the People's Republic of China (China) for the period of review (POR) January 1, 2019, through December 31, 2019.

SUPPLEMENTARY INFORMATION:
Background
On December 2, 2020, Commerce published a notice of opportunity to request an administrative review of the countervailing duty order on wood flooring from China.[1]
Pursuant to requests from interested parties, on February 4, 2021, Commerce published the initiation of an administrative review with respect to 170 companies, in accordance with section 751(a) of the Tariff Act of 1930, as amended (the Act).[2]
Subsequent to the initiation of the administrative review, the petitioner [3]
timely withdrew its request for an administrative review of 88 companies, as discussed below. No other party had requested a review of these 88 companies. There are active review

requests on the record for the remaining 82 companies.
Partial Rescission of Administrative Review
Pursuant to 19 CFR 351.213(d)(1), Commerce will rescind an administrative review, in whole or in part, if the party that requested a review withdraws its request within 90 days of the date of publication of the notice of initiation. All requests for an administrative review were withdrawn by the established deadline, May 5, 2021, for the companies listed in the Appendix.[4]
As a result, Commerce is rescinding this review with respect to these companies, in accordance with 19 CFR 351.213(d)(1). The administrative review will continue with respect to the remaining 82 companies listed in our Initiation Notice and Amended Initiation Notice.[5]
Assessment
Commerce will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties on all appropriate entries. For the companies for which this review is rescinded, countervailing duties shall be assessed at rates equal to the cash deposit of estimated countervailing duties required at the time of entry, or withdrawal from warehouse for consumption, in accordance with 19 CFR 351.212(c)(l)(i). Commerce intends to issue assessment instructions to CBP no earlier than 35 days after the date of publication of this rescission notice in the Federal Register.
This notice also serves as a reminder to parties subject to administrative protective order (APO) of their responsibility concerning the return or destruction of proprietary information disclosed under APO in accordance with 19 CFR 351.305, which continues to govern business proprietary information in this segment of the proceeding. Timely written notification of the return or destruction of APO materials or conversion to judicial protective order is hereby requested. Failure to comply with the regulations and terms of an APO is a violation which is subject to sanction.

This notice is issued and published in accordance with sections 751(a)(1) and 777(i)(l) of the Act, and 19 CFR 351.213(d)(4).
