SUMMARY:

HUD is seeking approval from the Office of Management and Budget (OMB) for the information collection described below. In accordance with the Paperwork Reduction Act, HUD is requesting comments from all interested parties on the proposed collection of information. The purpose of this notice is to allow for 30 days of public comment.

SUPPLEMENTARY INFORMATION:

This notice informs the public that HUD is seeking approval from OMB for the information collection described in Section A. The Federal Register notice that solicited public comment on the information collection for a period of 60 days was published on December 6, 2024 at 89 FR 97062. ( printed page 49441)

A. Overview of Information Collection

Title of Information Collection: Management Review for Multifamily Housing Projects.

OMB Approval Number: 2502-0178.

Type of Request: Revision of a currently approved collection.

Form Number: HUD Form-9834, HUD Form-91067.

Description of the need for the information and proposed use: HUD Form-9834 Management Review for Multifamily Housing Projects is used by HUD staff, Mortgagees, and Contract Administrators (CAs) to evaluate project management; determine causes of project problems; devise corrective actions to stabilize projects and prevent defaults; and ensure that fraud, waste, and mismanagement are not occurring. The information collected also supports enforcement actions when corrective actions are not implemented.

HUD Form-91067 VAWA Lease Addendum for Multifamily Housing Programs informs tenants of statutory requirements under the Violence Against Women Act of 2013 (Pub. L. 113-4) and its 2022 reauthorization (Pub. L. 117-103). HUD developed HUD Form -91067 to incorporate VAWA protections into leases. 24 CFR 5.2005(a)(4). The lease addendum ensures tenants are informed of their rights under VAWA and owners/agents document compliance by retaining a signed lease addendum. Protections apply to all victims of domestic violence, dating violence, sexual assault, or stalking, regardless of sex, marital status, or age. The addendum is executed and retained in tenant files and may be reviewed by HUD during compliance monitoring or in response to tenant complaints.

B. Solicitation of Public Comment

This notice is soliciting comments from members of the public and affected parties concerning the collection of information described in Section A on the following:

(1) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information will have practical utility;

(2) The accuracy of the agency's estimate of the burden of the proposed collection of information;

(3) Ways to enhance the quality, utility, and clarity of the information to be collected; and

(4) Ways to minimize the burden of the collection of information on those who are to respond; including through the use of appropriate automated collection techniques or other forms of information technology, e.g., permitting electronic submission of responses.

HUD encourages interested parties to submit comments in response to these questions.
