SUMMARY:
This notice revises the tariff rate on patented pharmaceuticals and associated pharmaceutical ingredients that are products of the United Kingdom from 10 percent to zero percent in accordance with Proclamation 11020 “Adjusting Imports of Pharmaceuticals and Pharmaceutical Ingredients Into the United States.”
DATES:
The duties set out in this notice are effective with respect to certain products that are entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern Time on July 31, 2026.
SUPPLEMENTARY INFORMATION:
Background
On April 2, 2026, The President issued Proclamation 11020 “Adjusting Imports of Pharmaceuticals and Pharmaceutical Ingredients Into the United States,” (Presidential Proclamation) on April 2, 2026, to adjust imports of patented pharmaceuticals and associated pharmaceutical ingredients, (Proclamation 11020 of April 2, 2026) (91 FR 18183).
The Presidential Proclamation directed the Secretary to publish a
Federal Register
Notice indicating that the tariff rate on patented pharmaceuticals and associated pharmaceutical ingredients that are products of the United Kingdom will be reduced to zero to the extent required by any future agreement between the United States and the United Kingdom on pharmaceutical pricing. On April 2, 2026, the United States and the United Kingdom announced the successful conclusion of the pharmaceutical pricing agreement as outlined in the “Arrangement Between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland on Pharmaceutical Pricing”

Furthermore, the requirements of section IV.1.a of the Arrangement are currently being met. Therefore, the tariff rate for patented pharmaceuticals and associated pharmaceutical ingredients that are products of the United Kingdom is now zero.
Modifications to the Harmonized Tariff Schedule of the United States
Effective with respect to goods entered for consumption, or withdrawn for consumption, on or after 12:01 a.m. eastern time on July 31, 2026, heading 9903.04.63 of the Harmonized Tariff

Schedule of the United States is amended by deleting “+10%” in each place that it appears and inserting “+0%” in lieu thereof.
