On February 6, 2026, as supplemented on May 8, 2026, Chugach Electric Association, Inc. filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Canyon Creek Hydroelectric Project No. 15422 (project), to be located on Canyon Creek, in Kenai Peninsula Borough, Alaska. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.

The proposed project would consist of the following: (1) a concrete-faced rockfill embankment dam; (2) a 40-acre impoundment with a storage volume of 8,000 acre-feet at a normal maximum surface elevation of 830 feet above mean sea level; (3) a concrete intake structure on the left abutment of the dam; (4) a 2,900-foot-long, 5-foot-diamater steel penstock; (5) a 40-foot-long, 50-foot-wide concrete powerhouse containing a 6.3 megawatt Kaplan turbine-generator unit; (6) a 30-foot long, 10-foot-wide tailrace channel excavated in rock; (7) a 1,500-foot-long, 115-kilovolt transmission line extending from a new switchyard near the powerhouse to the point of interconnection with an existing transmission line adjacent to Seward Highway; and (8) appurtenant facilities. The proposed project would have an estimated average annual generation of 14,100 megawatt-hours. The project would be located on federal lands managed by the U.S. Forest Service in the Chugach National Forest.
