On April 29, 2022, the Village of Swanton, Vermont filed an application for a new major license for the existing 11.372-megawatt Highgate Falls Hydroelectric Project No. 2547. The project is located on the Missisquoi River in Franklin County, Vermont.

In accordance with the Commission's regulations, on September 8, 2025, Commission staff issued a notice that the project was ready for environmental analysis (REA Notice). Based on the information in the record, including comments filed on the REA Notice, staff does not anticipate that licensing the project would constitute a major federal action significantly affecting the quality of the human environment. On January 12, 2026, the Commission issued a notice of intent to prepare an Environmental Assessment (EA) with a schedule indicating that staff anticipated issuing the EA on September 17, 2026. However, based on information filed by the Village on August 18, 2026, pertaining to the Village's relicensing proposal, staff intends to issue the EA by November 20, 2026.^[1]

The EA will be issued and circulated for review by all interested parties. All comments filed on the EA will be analyzed by staff and considered in the Commission's final licensing decision.

By this notice, Commission staff is updating the procedural schedule for completing the EA. The revised schedule is shown below. The EA will be issued for a 30-day comment period. Revisions to the schedule may be made as appropriate.
