SUPPLEMENTARY INFORMATION:
Written comments and suggestions from the public and affected agencies concerning the proposed collection of information are encouraged. Your comments should address one or more of the following four points:
—Evaluate whether the proposed collection of information is necessary for the proper performance of the functions of the Bureau of Justice Statistics, including whether the information will have practical utility;
—Evaluate the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used;
—Evaluate whether and if so how the quality, utility, and clarity of the information to be collected can be enhanced; and
—Minimize the burden of the collection of information on those who are to respond, including through the use of appropriate automated, electronic, mechanical, or other technological collection techniques or other forms of information technology,
e.g.,
permitting electronic submission of responses.
Abstract: Pursuant to 
21 U.S.C. 826, 21 Cprocure that, and 1315.32(h), any person issued procurement quota for a quantity of a basic class of controlled substances listed in Schedules I or II, and ephedrine, pseudoephedrine, phenylpropanolamine during the current calendar year must, at or before the time of placing an order with a registrant, certify in writing to the registrant from whom they wish to procure that the quantity of such basic class and list I chemical ordered does not exceed the person's unused and available procurement quota of such basic class and chemical for the current calendar year. Registrants shall not fill an order from a person required to apply for a procurement quota unless the order is accompanied by such a certification.

The affected public is business or other for-profit. The obligation to respond is mandatory to respond to procure any quantity of a basic class of controlled substances listed in Schedules I or II, and ephedrine, pseudoephedrine, phenylpropanolamine.

The DEA estimates that 650 registrants participate in this information collection. The time per response is 15 minutes.
