Foreign-Trade Zone (FTZ) 84, Notification of Proposed Production Activity; Enerflex Energy Systems Inc.; (Natural Gas Equipment); Houston, Texas

Enerflex Energy Systems Inc. submitted a notification of proposed production activity to the FTZ Board (the Board) for its facility in Houston, Texas within FTZ 84. The notification conforming to the requirements of the Board's regulations (15 CFR 400.22) was received on August 27, 2026.

Pursuant to 15 CFR 400.14(b), FTZ production activity would be limited to the specific foreign-status material(s)/component(s) and specific finished product(s) described in the submitted notification (summarized below) and subsequently authorized by the Board. The proposed finished products include: steel base frames; various tanks (lube oil; water); cargo lifting slings; various assemblies (cargo lifting shackle; blower fan; natural gas compression; skid stabilizing steel outrigger); various skids (screw compression; amine pump; refrigeration screw compression; demethenizer valve; CO2 liquefaction; dew point control; TEG dehydration; amine exchanger; amine filter; demethenizer; dehydration switch valve; dehydration regeneration); various compressors (centrifugal; skid-mounted gas); skid-mounted gas processors; carbon steel exhaust pipes; skid gratings; skid platforms; steel angle brace sets; expansion joints; natural gas distillers; natural gas rectifiers; natural gas condensate stabilizers; brazed aluminum heat exchangers; air coolers; steel U-bend tubes; natural gas cryogenic treatment systems; amine gas sweeteners; refrigerant reclaimers; spreader beams; and, power generators (duty rate ranges from duty-free to 4.2%).

The proposed foreign-status materials/components include: plastic gasket cover plates; rubber O-rings; various pumps (lubrication; centrifugal liquid); exfoliated vermiculite insulation materials; various tubing (stainless steel; steel); carbon steel pipe sections; steel stud bolts with nuts; structural steel beams; galvanized steel bolts with nuts and washers; steel bolts; fall arrestors for high-elevation safety attachments; guidelocks rail clamps; mechanical safety stop mechanisms; screw compressors; amine still reboilers; various exchangers (heat; treated gas); various coolers (air; butane product water; ethane); gas chillers; stabilizer reboilers; electric cabling trays; inlet gas filter coalescers; various filters (industrial dust; air); pressure vessels; pressure regulators; various valves (swing check; piston check; control; floating ball; trunnion ball; globe; gate; hand-operated; ball; butterfly); various gauges (level; temperature; pressure); mesh strainers; gaskets; various motors (electric; induction); gas-driven engines; industrial battery packs; natural gas heaters; various transmitters (moisture; temperature; pressure; level; differential pressure); thermowells; control panels; sample gas probes; and, level switches (duty rate ranges from duty-free to 5.6%).

The request indicates that certain materials/components are subject to duties under section 232 of the Trade Expansion Act of 1962, or section 301 of the Trade Act of 1974, depending on the country of origin. The applicable section 232, and section 301 decisions require subject merchandise to be admitted to FTZs in privileged foreign status as described in 19 CFR 146.41.

Public comment is invited from interested parties. Submissions shall be addressed to the Board's Executive Secretary and sent to: ftz@trade.gov. The closing period for their receipt is November 3, 2026.
