On August 20, 2026, the Committee for Purchase From People Who Are Blind or Severely Disabled (operating as the U.S. AbilityOne Commission) published an initial notice of proposed additions to the Procurement List. (91 FR 53850) This final notice is published pursuant to 41 U.S.C. 8503(a)(2) and 41 CFR 51-2.3. The Committee has determined that the products listed below are suitable for procurement by the Federal Government and has added these products to the Procurement List. In accordance with 41 CFR 51-5.2, the Committee has authorized the qualified nonprofit agencies described with the products as the authorized source(s) of supply. Additionally, in accordance with 41 CFR 51-2.4, the Committee considered relevant information from the contracting activity that this product requirement is not applicable to other Federal entities and has granted the activity's requested preference for purchase or distribution. These products are not available through the Commission's Commercial Distribution Program, and other Federal entities wishing to purchase this product must contact the contracting activity directly for information on purchase availability.

On August 4, 2026 (91 FR 50812) the Commission proposed a product for PL addition (91 FR 50812). The Commission received one public comment with the commenter suggesting the Commission should confirm the proposed addition has been evaluated for employment potential for individuals who are blind or have a significant disability including workplace accommodations, quality and types of employment, and career advancement opportunities. The respective central nonprofit agency is responsible for identifying opportunities for employment, evaluating the qualifications of nonprofit agencies to perform a requirement, and distributing orders among qualified nonprofit agencies.
See41 U.S.C. 8503(c); 41 CFR 51-3.2(b),(f); Commission Policy 51.301 (May 1, 2025). After the CNA proposes a product or service for PL addition, the Commission reviews the proposal against the suitability criteria at 41 CFR 51-2.4, which also includes qualifications of the performing nonprofit agency and the employment potential of the proposed addition. Having determined all of the suitability criteria were satisfied, the Commission proposed addition of this product to the PL.
