Foreign-Trade Zone (FTZ) 40, Notification of Proposed Production Activity; Olon USA LLC; (Active Pharmaceutical Ingredients); Concord, Ohio

The Cleveland Cuyahoga County Port Authority, grantee of FTZ 40, submitted a notification of proposed production activity to the FTZ Board (the Board) on behalf of Olon USA LLC (Olon) for Olon's facility in Concord, Ohio within FTZ 40. The notification conforming to the requirements of the Board's regulations (15 CFR 400.22) was received on September 15, 2026.

Pursuant to 15 CFR 400.14(b), FTZ production activity would be limited to the specific foreign-status material(s)/component(s) and specific finished product(s) described in the submitted notification (summarized below) and subsequently authorized by the Board. The benefits that may stem from conducting production activity under FTZ procedures are explained in the background section of the Board's website—accessible via www.trade.gov/​ftz.

The proposed finished products include: API “D” Cancer Treatment Drug Product; API “R1” Breast Cancer ( printed page 60582) Treatment Product; API “I” Kidney Disorder Treatment Product; API “R2” Chronic Urticaria Treatment Product; and API “A” Ph+CML Cancer Treatment Product with duty rate ranges from 3.7 to 6.5%.

The proposed foreign-status materials/components include: Kinase Inhibitor; Enzyme B-Raf Inhibitor; Oral Complement Inhibitor; Oral Bruton's Tyrosine Kinase Inhibitor; Protein Kinase Inhibitor; Succinic Acid; Methanesulfonic Acid; Plastic Bags; and Foil Bags with duty rate ranges from 3% to 6.5%.

Public comment is invited from interested parties. Submissions shall be addressed to the Board's Executive Secretary and sent to: ftz@trade.gov. The closing period for their receipt is November 3, 2026.
