SUMMARY:

The U.S. Environmental Protection Agency (EPA) is proposing to approve a State Implementation Plan (SIP) revision submitted by the Commonwealth of Kentucky on February 20, 2025, for the purpose of establishing a second 10-year maintenance plan for the Kentucky portion of the Campbell-Clermont, Kentucky-Ohio maintenance area for the 2010 1-hour sulfur dioxide National Ambient Air Quality Standards. The EPA is proposing to approve this SIP revision because the Commonwealth has demonstrated that it is consistent with the Clean Air Act.

Written comments must be received on or before October 26, 2026.

SUPPLEMENTARY INFORMATION:

In the Final Rules Section of this Federal Register , the EPA is approving the Commonwealth's February 20, 2025, SIP revision as a direct final rule without prior proposal because the Agency views this as a noncontroversial submittal and anticipates no adverse comments. The details of Kentucky's submission, as well as the EPA's rationale for approval is described in more detail in the direct final rule. If no ( printed page 60926) adverse comments are received in response to this rule, no further activity is contemplated. If the EPA receives adverse comments, the direct final rule will be withdrawn, and all public comments received will be addressed in a subsequent final rule based on this proposed rule. The EPA will not institute a second comment period on this document. Any parties interested in commenting on this document should do so at this time. Please note that if the EPA receives adverse comment on an amendment, paragraph, or section of this rule and if that provision may be severed from the remainder of the rule, the EPA may adopt as final those provisions of the rule that are not the subject of an adverse comment.
