SUMMARY:
In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), DOT Order 5610.1D,
DOT's Procedures for Considering Environmental Impacts,
and FAA Order 1050.1G,
FAA National Environmental Policy Act Implementing Procedures,
FAA is announcing the availability of its Finding of No Significant Impact and Record of Decision (FONSI/ROD) for the U.S. Space Force (USSF) 2024 Final Supplemental Environmental Assessment for the Terran R Space Launch Program, Cape Canaveral Space Force Station (2024 Final SEA).
The USSF was the lead agency and FAA was a cooperating agency in the preparation of the 2024 Final SEA. Relativity's Proposed Action is to launch its Terran R vehicle from Cape Canaveral Space Force Station Space Launch Complex 16 following the retirement of its Terran 1 Program. The USSF issued a FONSI and Finding of No Practicable Alternative on January 30, 2024. Relativity is required to obtain a license from FAA to conduct Terran R commercial launch operations at Cape Canaveral Space Force Station Space Launch Complex 16. The 2024 Final SEA analyzed FAA's issuance of a vehicle operator license to Relativity for Terran R operations as well as FAA's approval of related airspace closures. Following an independent review and consideration of the 2024 Final SEA, FAA has issued a FONSI/ROD concurring with, and formally adopting, the analysis of impacts and findings in the 2024 Final SEA.
