SUMMARY:

This is a notice of the Presidential declarations of emergencies and major disasters, and related determinations, declared under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and issued from March 2026 through August 2026.

DATES:

These declarations and amendments were issued between March 2026 through August 2026. The amendments relate to Presidential declarations of emergencies and major disasters declared from October 2018 through August 2026.

SUPPLEMENTARY INFORMATION:

The Robert T. Stafford Disaster Relief and Emergency Assistance Act (“Stafford Act”) authorizes the President to declare a major disaster or emergency for a State or Federally Recognized Tribe. Declaration of an emergency or major disaster generally contains the following elements: incident type; incident period; designation of affected geographical areas; designation of Stafford Act assistance programs authorized for the declaration; and Federal cost-share for the assistance programs. FEMA's regulations require FEMA to publish certain declaration information in the Federal Register . This includes 44 CFR 206.40(b) (requiring the publication of the designated areas and eligible assistance) and 44 CFR 206.32 (requiring the publication of the incident period). In addition, FEMA publishes in the Federal Register notices for declarations that communicate all the required information both upon the initial declaration by the President, and when that information changes because a declaration is amended. This is a notice of the Presidential declaration of an emergency for the State of California (FEMA-3646-EM), dated May 25, 2026, and related determinations. The declaration was issued May 25, 2026.

Notice is hereby given that, in a letter dated May 25, 2026, the President issued an emergency declaration under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (the Stafford Act), as follows:

I have determined that the emergency conditions in certain areas of the State of California resulting from a chemical release beginning on May 21, 2026, and continuing, are of sufficient severity and magnitude to warrant an emergency declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (“the Stafford Act”). Therefore, I declare that such an emergency exists in the State of California.

You are authorized to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in the designated areas. Specifically, you are authorized to provide assistance for emergency protective measures (Category B), limited to direct Federal assistance, under the Public Assistance program.

Consistent with the requirement that Federal assistance be supplemental, any Federal funds provided under the Stafford Act for Public Assistance will be limited to 75 percent of the total eligible costs. In order to provide Federal assistance, you are hereby authorized to allocate from funds available for these purposes such amounts as you find necessary for Federal emergency assistance and administrative expenses.

Further, you are authorized to make changes to this declaration for the approved assistance to the extent allowable under the Stafford Act.

The Federal Emergency Management Agency (FEMA) hereby gives notice that pursuant to the authority vested in the Administrator, Department of Homeland Security, under Executive Order 12148, as amended, Mark O'Hanlon, of FEMA is appointed to act as the Federal Coordinating Officer for this declared emergency.

This notice amends the notice of a major disaster for the State of Florida (FEMA-4399-DR), dated October 11, 2018, and related determinations. This amendment was issued June 30, 2026.

Notice is hereby given that, in a letter dated June 30, 2026, the President amended the cost-sharing arrangements regarding Federal funds provided under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the “Stafford Act”), in a letter to Robert J. Fenton, Jr., Senior Official Performing the Duties of the Administrator, Federal Emergency Management Agency, Department of Homeland Security, under Executive Order 12148, as follows:

I have determined that the damage in certain areas of the State of Florida resulting from Hurricane Michael during the period of October 7 to October 19, 2018, is of sufficient severity and magnitude that special cost sharing arrangements are warranted regarding Federal funds provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the “Stafford Act”).

Therefore, I amend my declarations signed on October 11, 2018, October 14, 2018, March 9, 2019, and May 17, 2019, to authorize Federal funds for all categories of Public Assistance at 90 percent of total eligible costs, except assistance previously approved at 100 percent.

Notice is hereby given that, in a letter dated May 29, 2026, the President amended the cost-sharing arrangements regarding Federal funds provided under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the “Stafford Act”), in a letter to Robert J. Fenton, Jr., Senior Official Performing the Duties of the Administrator, Federal Emergency Management Agency, Department of Homeland Security, under Executive Order 12148, as follows:

I have determined that the damage to the lands associated with the Havasupai Tribe resulting from flooding during the period of October 1 to October 2, 2022, is of sufficient severity and magnitude that special cost-sharing arrangements are warranted regarding Federal funds provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the “Stafford Act”).

Therefore, I amend the declaration signed by the President on December 30, 2022, to authorize Federal funds for all categories of Public Assistance at 90 percent of total eligible costs.

This adjustment to the cost-sharing applies only to Public Assistance costs and direct Federal assistance eligible for such adjustments under the law. The Stafford Act specifically prohibits a similar adjustment for funds provided for the Hazard Mitigation Grant Program (section 404). These funds will continue to be reimbursed at 75 percent of total eligible costs.

Georgia; Amendment No. 15 to Notice of a Major Disaster Declaration

This notice amends the notice of a major disaster for the State of Georgia (FEMA-4830-DR), dated September 30, 2024, and related determinations. This amendment was issued June 30, 2026.

I have determined that the damage in certain areas of the State of Georgia resulting from Hurricane Helene during the period of September 24 to October 30, 2024, is of sufficient severity and magnitude that special cost sharing arrangements are warranted regarding Federal funds provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the “Stafford Act”).

Therefore, I amend the declarations signed by the President on September 30, 2024, October 2, 2024, and December 6, 2024, to authorize Federal funds for all categories of Public Assistance at 90 percent of total eligible costs, except assistance previously approved at 100 percent.

This adjustment to State and local cost sharing applies only to Public Assistance costs and direct Federal assistance eligible for such adjustments under the law. The Stafford Act specifically prohibits a similar adjustment for funds provided for Other Needs Assistance (Section 408) and the Hazard Mitigation Grant Program (Section 404). These funds will continue to be reimbursed at 75 percent of total eligible costs.

Tennessee; Amendment No. 7 to Notice of a Major Disaster Declaration

This notice amends the notice of a major disaster declaration for the State of Tennessee (FEMA-4832-DR), dated October 2, 2024, and related determinations. This change occurred on April 17, 2026.

The Federal Emergency Management Agency (FEMA) hereby gives notice that pursuant to the authority vested in the Administrator, under Executive Order 12148, as amended, Timothy S. Pheil, of FEMA is appointed to act as the Federal Coordinating Officer for this disaster.

Mississippi; Major Disaster and Related Determinations

This is a notice of the Presidential declaration of a major disaster for the State of Mississippi (FEMA-4930-DR), dated August 3, 2026, and related determinations. The declaration was issued August 3, 2026.

I have determined that the damage in certain areas of the State of Mississippi resulting from Tropical Storm Arthur during the period of June 18 to June 20, 2026, is of sufficient severity and magnitude to warrant a major disaster declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the “Stafford Act”). Therefore, I declare that such a major disaster exists in the State of Mississippi.

Further, you are authorized to make changes to this declaration for the approved assistance to the extent allowable under the Stafford Act.

The Federal Emergency Management Agency (FEMA) hereby gives notice that pursuant to the authority vested in the Administrator, under Executive Order 12148, as amended,

The following areas of the State of Mississippi have been designated as adversely affected by this major disaster:

Hancock, Harrison, Pearl River, and Stone Counties for Individual Assistance.

Commonwealth of the Northern Mariana Islands; Major Disaster and Related Determinations

This is a notice of the Presidential declaration of a major disaster for the Commonwealth of the Northern Mariana Islands (FEMA-4931-DR), dated August 3, 2026, and related determinations. The declaration was issued August 3, 2026.

I have determined that the damage in certain areas of the Commonwealth of the Northern Mariana Islands resulting from Super Typhoon Bavi during the period of ( printed page 61578) July 4 to July 12, 2026, is of sufficient severity and magnitude to warrant a major disaster declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the “Stafford Act”). Therefore, I declare that such a major disaster exists in the Commonwealth of the Northern Mariana Islands.

You are authorized to provide Individual Assistance, Public Assistance, and emergency protective measures (Category B), including direct Federal assistance, under the Public Assistance program in the designated areas. Consistent with the requirement that Federal assistance be supplemental, any Federal funds provided under the Stafford Act for Public Assistance and Other Needs Assistance under section 408 will be limited to 75 percent of the total eligible costs. For a period of 90 days, you are authorized to fund direct Federal assistance at 100 percent of the total eligible costs for the island of Rota.

Further, you are authorized to make changes to this declaration for the approved assistance to the extent allowable under the Stafford Act.

The following areas of the Commonwealth of the Northern Mariana Islands have been designated as adversely affected by this major disaster:

The island of Rota for Individual Assistance.

The island of Rota for Public Assistance, including direct federal assistance.

The islands of Saipan and Tinian for emergency protective measures (category B), including direct federal assistance.

West Virginia; Major Disaster and Related Determinations

This is a notice of the Presidential declaration of a major disaster for the State of West Virginia (FEMA-4932-DR), dated August 3, 2026, and related determinations. The declaration was issued August 3, 2026.

I have determined that the damage in certain areas of the State of West Virginia resulting from severe storms, straight-line winds, tornadoes, flooding, landslides, and mudslides during the period of July 21 to July 22, 2026, is of sufficient severity and magnitude to warrant a major disaster declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the “Stafford Act”). Therefore, I declare that such a major disaster exists in the State of West Virginia.

Further, you are authorized to make changes to this declaration for the approved assistance to the extent allowable under the Stafford Act.

This notice amends the notice of a major disaster declaration for the State of West Virginia (FEMA-4932-DR), dated August 3, 2026, and related determinations. This amendment was issued August 7, 2026.

The notice of a major disaster declaration for the State of West Virginia is hereby amended to include the following areas among those areas determined to have been adversely affected by the event declared a major disaster by the President in his declaration of August 3, 2026.

Pleasants and Ritchie Counties for Individual Assistance.
