The Members of the National Council on Disability (NCD) will hold an in-person Council meeting on Monday November 9, 2026, 8:30 a.m.-4:30 p.m., and Tuesday, November 10, 2026, 9:30-11:45 a.m. Mountain Standard Time (MST).

PLACE:

This hybrid meeting will take place at the Ability360 Conference Center, 5025 E Washington St., Suite 200, Phoenix, Arizona 85034. It will also be livestreamed via Zoom for Government videoconference and NCD's YouTube Channel. MATTERS TO BE CONSIDERED:

Day 1 —Following welcome remarks and call to order; Tribal Land acknowledgment; local and Tribal welcomes and posting of colors; the Council will provide opening remarks and introduce U.S. Access Board's Executive Director and Chair; followed by a panel discussion and presentation on NCD's upcoming Incidents of Disabilities and Accessibility on Tribal Land report. Following a break, an introduction to the day's town hall will take place, with topics including housing, employment, education, independent living, healthcare, and transportation; followed by a lunch break; and continuation of the town hall; closing remarks; and NCD meeting adjournment.

Day 2 —Following welcome remarks and call to order; the Council will receive a panel presentation on Medicaid cuts and the future of community living, followed by Council Q&A of the panelists; the Chairman's report; Council Member community report outs; and the Executive Committee report; followed by adjournment.

Town Hall: NCD and the U.S. Access Board will host a town hall for Tribal and rural communities to share comments on a variety of topics. Your comments are important in bringing to the Council's attention and issues and priorities of the disability community and serve as a way to collect data for NCD's Incidents of Disabilities and Accessibility on Tribal Land report.

For the November 9 town hall, NCD will accept comments both in-person and via Zoom for Government livestream and requests comments from the public on topics including: housing, employment, education, independent living, healthcare, and transportation. Additional information on specifics of the topic is available on NCD's public comment page at ncd.gov/​public-comment.

Due to the hybrid nature of the event, in-person presentations will be given priority.

To provide public comment during an NCD Council Meeting, NCD now requires advanced registration by either signing up to present while registering for the meeting or sending an email to PublicComment@ncd.gov with the subject line “Public Comment” and your name, tribal affiliation/organization, state, and topic of comment included in the body of your email.

Deadline for online registration is November 7, 8:00 p.m. EDT. In-person attendees may register at the town hall. Please indicate if you are providing the comment in-person, via Zoom for Government, or only submitting via email. All individuals desiring to make public comment are strongly encouraged to read NCD's guidelines for public comment in advance of the meeting at: ncd.gov/​public-comment.

While public comment can be submitted on any topic over email, comments during the meeting should be specific to experiences in Tribal or rural communities.
