Public Participation and Comments

Discussion

The Notice of the availability and request for comments on draft NVIC 02-99, Change 1 was published on August 24, 2026. 91 FR 54729. The original comment period closed on September 23, 2026. However, stakeholders notified the Coast Guard that they need more time to prepare their comments. The Coast Guard has decided that a longer public comment period would be appropriate to allow interested parties additional time to submit comments for Coast Guard's consideration. Thus, Coast Guard is reopening the comment period for 30 days, until October 29, 2026. This notice is issued under authority of 5 U.S.C. 552(a); 46 U.S.C. 3103 and 3306; 46 CFR part 8, subpart E; and Department of Homeland Security Delegation No. 00170.1(II)(92).
