This notice is published as part of the National Park Service's administrative responsibilities under NAGPRA. The determinations in this notice are the sole responsibility of the California State University, Sacramento, and additional information on the determinations in this notice, including the results of consultation, can be found in its inventory or related records. The National Park Service is not responsible for the determinations in this notice.

Abstract of Information Available

Human remains representing at least 53 individuals have been identified. The 35,141 associated funerary objects include baked clay objects; faunal and floral remains; flaked and ground stones; historic materials; perishable materials; modified bones, shells, and stones; thermally altered rocks; pigments; unmodified stones; soil, column, and geologic samples; ash; and unidentified objects. An unknown number of unidentified cultural items may be missing from the collection, which may include other categories of items. The human remains and associated funerary objects originate from several sites in northern Tehama County and include CA-TEH-387 (accession 81-137), CA-TEH-748 (accession 81-136), CA-TEH-1196 (accession 81-141), CA-TEH-1197 (accession 81-142), CA-TEH-Frog Site (accession 81-487), CA-TEH-300 (accession 81-30), CA-TEH-328 (accession 81-30 and 81-3), CA-TEH-331 (accession 81-8, 81-30), CA-TEH-318 (accession 81-30), CA-TEH-Cone Grove (accession 81-460), and CA-TEH-Unknown (Massacre; accession 81-9). These sites were investigated in the 1960s-1980s by former faculty and students affiliated with the California State University, Sacramento. The California State University, Sacramento is unaware of any treatment of the objects of cultural patrimony with pesticides, preservatives, or other substances that represent a potential hazard to the objects or to persons handling the objects.

Cultural Affiliation

Based on the information available and the results of consultation cultural affiliation is clearly identified by the information available about the human remains and associated funerary objects described in this notice.

Determinations

The California State University, Sacramento has determined that:

• The human remains described in this notice represent the physical remains of at least 53 individuals of Native American ancestry.
• The 35,141 objects described in this notice are reasonably believed to have been placed intentionally with or near individual human remains at the time of death or later as part of the death rite or ceremony.
• There is a connection between the human remains and associated funerary ( printed page 61876) objects described in this notice and the Grindstone Indian Rancheria of Wintun-Wailaki Indians of California; Paskenta Band of Nomlaki Indians of California; and the Redding Rancheria, California.

Requests for Repatriation

Written requests for repatriation of the human remains and associated funerary objects in this notice must be sent to the authorized representative identified in this notice under ADDRESSES . Requests for repatriation may be submitted by:

1. Any one or more of the Indian Tribes or Native Hawaiian organizations identified in this notice.

2. Any lineal descendant, Indian Tribe, or Native Hawaiian organization not identified in this notice who shows, by a preponderance of the evidence, that the requestor is a lineal descendant or an Indian Tribe or Native Hawaiian organization with cultural affiliation.

Repatriation of the human remains and associated funerary objects described in this notice to a requestor may occur on or after October 30, 2026. If competing requests for repatriation are received, the California State University, Sacramento must determine the most appropriate requestor prior to repatriation. Requests for joint repatriation of the human remains and associated funerary objects are considered a single request and not competing requests. The California State University, Sacramento is responsible for sending a copy of this notice to the Indian Tribes and Native Hawaiian organizations identified in this notice and any other consulting parties.
