The Agricultural Marketing Service (AMS) is announcing designation awards of the North Dakota Grain Inspection Service, Inc. (North Dakota); Omaha Grain Inspection Service (Omaha); Fremont Grain Inspection Department, Inc. (Fremont); Champaign-Danville Grain Inspection Departments, Inc. (Champaign); Maryland Department of Agriculture (Maryland); Enid Grain Inspection Company, Inc. (Enid); Eastern Iowa Grain Inspection and Weighing Service, Inc. (Eastern Iowa), to provide official services under the United States Grain Standards Act (USGSA), as amended.
In the January 10, 2025,
Federal Register
(90 FR 1937), AMS requested applications and public comment for designation to provide official services in the geographic area presently serviced by North Dakota.
In the August 20, 2025,
Federal Register
(90 FR 40556), AMS requested applications and public comment for designation to provide official services in the geographic areas presently serviced by Champaign-Danville, Eastern Iowa, Enid, Fremont, Maryland and Omaha. AMS evaluated the designation criteria in section 7(f) of the USGSA (7 U.S.C. 79(f)) and determined, based on its designation reviews, that the following agencies are qualified to provide official services in the specific geographic area and timeframes noted below:
Section 7(f) of the USGSA authorizes the Secretary to designate a qualified applicant to provide official services in a specified area after determining that the applicant is better able than any other applicant to provide such official services (7 U.S.C. 79(f)). A designated agency may provide official inspection services and/or Class X or Class Y weighing services at locations other than port locations. Under section 7(g) of the USGSA, designations of official agencies are effective for no longer than five years, unless terminated by the Secretary, and may be renewed according to the criteria and procedures prescribed in section 7(f) of the USGSA. Please note that sampling, weighing, and inspection services may be offered by designated agencies under the Agricultural Marketing Act of 1946 for other commodities under the auspices of FGIS through separate cooperative agreements with AMS. The service area for such cooperative agreements mirrors the USGSA designation area. For further information, see 7 U.S.C. 1621et seq.
