SUMMARY:
As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act of 1995 (PRA), the Federal Communications Commission (FCC or Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collections. Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees.

The Federal Communications Commission (Commission) seeks approval from the Office of Management and Budget (OMB) for the revised information

collection for the annual submarine cable circuit capacity reports required pursuant to the Cable Landing License Act of 1921 and section 43.82 of the Commission's rules. On June 25, 2026, the Commission adopted a Second Report and Order and Second Further Notice of Proposed Rulemaking (Submarine Cable Second Report and Order), FCC 26-42, that modernized the Commission's submarine cable rules, including extending blanket submarine cable licensing to owners and/or operators of submarine line terminal equipment (SLTE). Per the newly-adopted rules, SLTE owners and/or operators are required to comply with some of the routine conditions imposed on submarine cable landing licensees, namely the rules regarding the annual circuit capacity reports. With respect to the annual submarine cable circuit capacity data collection, the Commission adopted a rule requiring SLTE owners and/or operators to comply with the annual circuit capacity reporting requirement under section 43.82 as a condition of the blanket submarine cable license. The Commission found that applying this routine condition to SLTE owners and/or operators will ensure the Commission has comprehensive and current information on SLTEs in furtherance of its national security objectives. Furthermore, these annual circuit capacity reports will strengthen the Commission's insight into the ownership and use of capacity on submarine cables regulated by the Commission and enable the Commission to identify foreign adversary-controlled entities and assess compliance with other rules the Commission adopted in the Second Report and Order for the blanket license.
